HOME-STUDY: In Utah only half of the total required hours can be taken through home study. Internet courses are considered to be home study. We have classroom equivalent courses approved that can be completed online to fulfill your full CE requirement. These classroom equivalent courses require 100% seat time.
Effective January 1, 2023, CE course completions will be charged a fee of $1.25 per credit hour per person for reporting to Vertafore (formerly Sircon).
CONTINUING EDUCATION (C.E.) REQUIREMENT
24 hours of continuing education will be required, of which:
(I) Utah resident producers and adjusters, excluding title producers, shall comply with the following C.E. requirements.
- A total of 24 hours of continuing education are required, of which:
- 12 hours must be in the classroom or classroom equivalent type courses
- No more than 12 hours may be from courses provided by insurers
- 3 hours must be in ethics training, and the remaining 21 hours can be in any line of insurance
- All 24 hours must be from courses approved by the Utah Insurance Department
- Proof of completion of continuing education hours must be kept on file with the producer. The Department may conduct random audits of producers by mail to verify their C.E. hours.
(II) Title producers shall comply with the following C.E. requirements.
- A total of 12 hours of continuing education are required, of which:
- 6 hours must be in the classroom or classroom equivalent type courses
- No more than 6 hours may be from courses provided by insurers
- 3 hours must be in ethics training, and the remaining 9 hours can be in any line of insurance
- All 12 hours must be from courses approved by the Utah Insurance Department
- If licensed for 20 or more consecutive years, a total of 6 hours is required, with 3 of ethics
- Proof of completion of continuing education hours must be kept on file with the producer. The Department may conduct random audits of producers by mail to verify their C.E. hours.
(III) A nonresident producer who has complied with continuing education requirements in his/her home state is not required to complete additional C.E. for their non-resident license in Utah.
CE EXEMPTION: In accordance with 31A-23a-113(1)(b), a licensee whose license lapses due to military service, voluntary service for a period of time designated by the person for whom the licensee provides voluntary service, or some other extenuating circumstance, such as long term medical disability, may be exempt from the continuing education requirements in order to reinstate the license.
In accordance with 31A-23a-202(3)(d)(i), a licensee who was first licensed before December 31, 1982 may be exempt from continuing education requirements.
Producers holding and maintaining the following designations are deemed to have met the CE requirements: CLU, ChFC, and RHU with completion of the PACE program; CPCU with completion of the CPD program; and CFP, REBC, CIC, ACSR, CRM, SOFE, or IRES with completion of their continuing education requirements.

LONG-TERM CARE: On March 25, 2011, a bill establishing new Long Term Care Insurance (LTCI) training requirements was signed by the Governor and became effective May 10, 2011. Utah resident producers with an accident and health line of authority must complete three (3) hours of initial training before selling LTCI. Those resident producers must also take three (3) hours of ongoing training during every 24-month licensing period after the period in which they completed the initial training. Producers who have taken longer courses for other states (such as an eight-hour course based on the NAIC content) will be able to use this training to meet Utah’s requirements.
Annuity Best Interest R590-230-[6]5. Producer Training.
(1) A producer may not solicit the sale of an annuity product unless the producer has adequate knowledge of the product to recommend the annuity and the producer is in compliance with the insurer's standards for product training.
(2)(a)(i) A producer who engages in the sale of annuity products on or after July 1, 2024, shall complete a one-time approved four-credit training course.
(ii) A producer who holds a life insurance line of authority before July 1, 2024, and who desires to sell an annuity shall complete the requirements of this subsection within 12 months after July 1, 2024.
(iii) A producer that obtains a life insurance line of authority on or after July 1, 2024, may not engage in the sale of an annuity until the required annuity training is completed.
(b) The minimum length of the training under this Subsection (2) shall be sufficient to qualify for at least four continuing education credits but may be longer.
(c) The training shall include information on the following topics:
(i) the types of annuities and various classifications of annuities;
(ii) identification of the parties to an annuity;
(iii) how product-specific annuity contract features affect consumers;
(iv) the application of income taxation of qualified and non-qualified annuities;
(v) the primary uses of annuities; and
(vi) appropriate standards of conduct, sales practices, replacement, and disclosure requirements.
(d)(i) A provider of a course complying with this section shall cover all topics listed in the prescribed outline and shall not present any marketing information or provide training on sales techniques or provide specific information about a particular insurer's products.
(ii) Additional topics may be offered in conjunction with and in addition to the required outline.
(e) A provider of an annuity course complying with this section shall register as a continuing education provider and comply with Section 31A-23a-202 and Rule R590-142.
(f) A producer who completed an annuity training course under the provisions of this rule before July 1, 2024, shall, by no later than July 1, 2025, complete either:
(i) a new four-credit approved annuity training course on appropriate sales practices, replacement, and disclosure requirements under the amended provisions of this rule; or
(ii) an additional one-time single credit approved annuity training course on appropriate sales practices, replacement, and disclosure requirements under the amended provisions of this rule.
(g) An annuity training course may be conducted and completed by classroom or self-study methods.
(h) Satisfying the training requirements of another state that are substantially similar to the requirements of this subsection shall satisfy the training requirements.
(i) Satisfying the components of the training requirements of any course or courses with components substantially similar to the requirements of this subsection shall satisfy the training requirements.
(j)(i) An insurer shall verify that a producer has completed the required annuity training course before allowing the producer to sell an annuity product for that insurer.
(ii) An insurer may satisfy its responsibility under this Subsection (2)(j) by obtaining certificates of completion of the training course or obtaining reports provided by database systems or vendors, or from a reasonably reliable commercial database vendor that has a reporting arrangement with approved insurance education providers.
FLOOD: An insurance producer who sells Flood insurance may satisfy the one-time 3-hour minimum training & education requirements by completing a course related to the NFIP, which may be approved for CE credit by the Utah Insurance Department. The failure to comply with this continuing education requirement may jeopardize the producer's authority to write insurance through the NFIP.
